New Jersey joins 40 other states in allowing communities to create utilities to improve water quality and reduce flooding from stormwater.  Increased rain and more frequent and intense storms cause disastrous flooding in our watershed and throughout New Jersey.  The Flood Defense Act provides an important tool for our communities to address this serious problem.
